What is Local 1303?

Local 1303 is a labor union representing state, municipal, and non-profit employees in CT.  We are part of the American Federation of State, County, and Municipal Employees.  We have over 9000 members organized in different chapters throughout the state.  We belong to Connecticut Council 4.

The Local 1303 Executive Board elections are held every two years at a special membership meeting.  Our delegates to the Council and to the biennial International Convention are also held every two years at special membership meetings.  We will be making every effort to contact all of our members via mail, chapter notification, and by posting the dates on this website. We encourage everyone to participate through the council newspaper and member e-mail.

AFSCME Council 4

Council 4 provides the Field and Staff Representatives that work with the chapters, and bargaining units within the chapters, on issues such as contract negotiations, grievance resolution, and filing for arbitration.  The Council also provides most of our other professional and legal services as well.

Local 1303 Services

In addition to the administrative service the Local and its executive board provide for our members, we also spend a great deal of time and energy on being your voice at the Council. We are YOUR REPRESENTATIVES.  If there is an issue that concerns you as a union member WE WANT TO KNOW!   Whether the issue is a general issue like Work Place Violence, a bill before our law makers, or an internal issue that is not being resolved, let us know what your concerns are. We are here to help.

One of our goals is to help empower our members in the workplace and within our union. We would like to help you do this through education, inclusion in the decision making process, and giving you access to important information.

Know Your Rights and How to Use Them Effectively

Under your AFSCME contract and federal law, you are guaranteed certain rights to union representation. Remember these rights and use them to your advantage.

1. You have a right to union representation but not a specific union representative. You have a right to be represented at any meeting with which management could possibly pose disciplinary action against you.

2. When called into a meeting with management, explicitly request the specific nature of the meeting.

3. Prior to the meeting, or at any time that you believe the meeting is covering areas that might result in disciplinary action, you must explicitly ask for union representation.

4. Prior to proceeding with the meeting, confer with your union representative and discuss the issues regarding to the meeting.

5. If you have any questions, ask your union representative.
